for those wanting to get ready for the policy cross overs case areas:

FULL RESOLUTION WORDING:

LIST #1
The United States Federal Government should enact one or more of the
following:
-Withdrawal of its World Trade Organization complaint against the
European Union's restrictions on genetically modified foods
-A substantial increase in its government-to-government economic and/or
conflict prevention assistance to Turkey and/or Greece
- Full withdrawal from the North Atlantic Treaty Organization
- Removal of its barriers to and encouragement of substantial European
Union and/or North Atlantic Treaty Organization participation in
peacekeeping in Iraq and reconstruction in Iraq
- Removal of its tactical nuclear weapons from Europe
- Harmonization of its intellectual property law with the European Union
in the area of human DNA sequences
- Rescission of all or nearly all agriculture subsidy increases in the
2002 Farm Bill

Its really not 100%. In fact several big schools are straight policy and most at large teams are proficient in front of either K panels or policy panels. There are at least as many at large teams that prefer policy to K debates.

The big schools have the numbers and support to have massive case debates. When your research budget towers over most squads entire budget you have five people independently working on each subbranch of the topic. Everyone else is limited by their need to sleep - so they cut generic cplans and Ks and cringe when they hear that their opponents are NU GM.

Any way, if the last two years are any indication, many parli squads will be using knowledge of this topic to their advantage in parli. Best to prepare.
