Dear Colleagues,
We cordially invite you and your squad to the Jewell Parli Debate Swing September 18-20, 2009. The Cardinal Classic will be September 18-19, and the Georgia B. Bowman Debate Tournament will be September 19-20, 2009. The tournaments will feature open and junior divisions of parliamentary debate (please note, we will not be offering an LD division this year). We will be providing plenty of hospitality amid some excellent competition. The weather in Liberty is typically warm and beautiful this time of year. Kansas City International (MCI) is less than 30 minutes away and is served by a number of airlines, including low fare favorites Southwest and Midwest Express. Kansas City is famous for football, jazz, and barbeque, and for casino enthusiasts, the riverboat casinos are 15 minutes away.
This is the first year we are hosting a swing tournament. We made this decision after talking with a number of coaches and programs last spring about ways to improve tournament offerings to meet budgetary concerns. We hope you will consider adding this tournament to your calendar – we typically go to partial double-octos in open and quarters in jv. Appropriate awards will be given to all debaters reaching elimination rounds, as well as the top speakers in each division of debate. A swing award will be given to the top school (records of a school’s best four teams in preliminary rounds will be considered) and a swing award for the top individual speaker between both tournaments will be offered. Five preliminary rounds and an appropriate number of out rounds will be offered in both tournaments. Time limits will be 7-8-8-8-4-5 with 20 minutes pre-round preparation. Central topic announcement will be used. The tournament will adhere to the NPDA rules on all other questions of procedure. An appropriate number of strikes will be honored in the open division.
Fees will be $75 per debate team per tournament. The tournament will provide dinner on Friday and Saturday, continental breakfast on Saturday, and an ice cream social on Sunday. One judge covers two teams. Each uncovered team will be charged an additional $90 per tournament. Please bring judges. We will probably hire additional judges ($15 per round) that you bring beyond your judging requirement.
Hotel information is enclosed. You should make reservations no later than September 1.
William Jewell College is located north of downtown Kansas City on I-35. Take I-35 north to the Liberty/Kansas Ave. (Hwy 152) exit. Follow Kansas east thru the Liberty square to Franklin. Turn right on Franklin and drive 2 blocks to Mill St. Turn left on Mill, look for the entrance to the College after approx. 3 blocks and turn left. Follow the drive by turning left up the hill, make a right, and drop everyone off at Brown Hall, the tournament headquarters (it is the second building on the right – come in the side entrance between the two buildings). Parking on Friday will be in the Commuter lot, which is located immediately to the (east) right after turning in to the campus entrance. I would recommend dropping people off by the chapel and then returning your vehicle to the parking lot. Parking on Saturday and Sunday will be in the White Science lot.

JUDGING: All judges are committed through the first two elimination rounds – and then one round after the elimination of your team. We ask all critics to adjudicate rounds in a fair and open-minded manner, awarding a win and a loss and speaker points appropriate to the quality of the teams. If a ballot is returned to the tab room without a decision and the critic is unwilling to make a decision, then the tab room will flip a coin on behalf of the teams in the round. If all parties in the debate agree to an alternative, non-competitive experience and the tab room is informed in advance, the tab room will be happy to facilitate this by removing both teams from the competition during that round. We ask that judges constrain themselves from judging former squad members and debaters with whom the critic has a close intimate relationship, romantic or otherwise, that might compromise the ability to be objective. We also ask that competitors only request constraints in these obvious cases, or under cases of sexual harassment or similar extreme situations. Having an occasional disagreement with a critic, concerns about whether the critic will vote for you, or a belief that the critic will fail to adapt to your style of debate, is not a reason for a constraint and should instead be a strike. We ask that you respect this policy as a means of helping us create the best judging pool for the entire tournament.
ENTRY DEADLINE: All entries must be in the hands of the tournament director no later than 5:00pm on Tuesday, September 15. Please include first and last names of your teams and judges. Please specify if teams/judges will be attending both tournaments. Additional guests desiring to purchase meal tickets will be charged $10 per day.
