On behalf of the Claremont Colleges Debate Union, you are cordially invited to attend the Claremont Colleges Open Invitational Parliamentary Debate
Tournament, Saturday - Sunday, September 28-29, 2002. The event will feature eight preliminary rounds of competition and four elimination rounds.
Competition is typically outstanding. The top three seeds at the 2001-2002 NPDA National Championship Tournament, including both undefeated teams at the event, as well as six of the top seven speakers, competed at last year's tournament.
The tournament will offer a single open division of parliamentary debate. Places will be allocated in order of arrival date and time. Entries from any single institution will be limited to five teams.
In addition to the open tournament, you are invited to submit a bid for the National Round Robin, a select invitational scheduled for Friday, September 27, 2002. The tournament will feature two flights of round robin competition
culminating in a final round. The round robin is open to the public and will provide outstanding demonstrations of parliamentary practice.
If you have any questions or require supplemental information, please do not hesitate to contact me. The tournaments will feature the beautiful campuses of the Claremont Colleges, outstanding amenities (including the original warm room-muted lighting, uninterrupted music, catered food and

Tournament Information and Application
National Round Robin
You are cordially invited to submit an application for your top
parliamentary debate team to attend the National Round Robin. The tournament is scheduled for Friday, September 27, 2002. The event features two flights of competitive round robin competition to a final debate.
A bid application should include the names of the contestants, the participants' competitive record (as a team and with other colleagues) in intercollegiate debate competition, and a list of notable individual and team awards.
A qualified judge must accompany each team. Each judge must submit a judging philosophy, no more than one typed page, no later than Monday, September 23, 6:00 pm. Entering teams are not considered to have a judge cover the
entry if a judging philosophy is not submitted by this date. Judges may request the inclusion of the NPDA 2001-2002 National Tournament judging philosophy statement in place of a faxed or emailed philosophy statement.
Bid applications are due by June 1, 2002. Bids should be submitted by e-mail. Send bids to john.meany@claremontmckenna.edu.
The tournament will follow NPDA guidelines, with exceptions noted in the invitation. The entry fee for the round robin is $50.00. The top five teams and the top five speakers will receive awards.

Tournament Information and Application
Open Invitational Tournament
Entries: One division of parliamentary debate. The deadline for
entries is Tuesday, September 24, at 6:00 pm. You may change your entry until Wednesday, September 25, at 3:00 pm, after which all fees will be assessed. Entries are accepted by email. Send entries to john.meany@claremontmckenna.edu.
You will receive an email confirmation.Please confirm all entries if you do not receive entry verification.
Registration: Registration will take place in Bauer 31, Claremont McKenna College. Directions to registration are included. There is a preliminary registration period during the Friday round robin schedule and a registration period prior to the Saturday tournament start.
Rules: NPDA guidelines, with the following noted exceptions to By-law XII rules 1B, 2, and 5: topics will not be exclusively restricted to "current affairs and philosophy;" the "objective" of the debate will be determined by the participants in each round of debate; there will be tab room transparency.
Debate tournaments ought to be sites of debate education and
information sharing for members of the parliamentary debate community. The tournament encourages open discussion on the art and practice of parliamentary debate throughout the event. The tournament will post results of each preliminary
debate in a common area; judges should refrain from collecting or examining records of teams they are eligible to judge. The tournament encourages decision disclosure and constructive commentary at the conclusion of each
round of debating, although it does not require it. Judges must time the disclosure and comment period and limit post-decision comments to 5 minutes prior to surrendering ballots to the tab room. Judges and debaters may continue discussion at a later point at any mutually agreeable
location. No debater is required to listen to judge commentary; judges should not draw any favorable or unfavorable conclusions regarding the willingness of
debaters to participate in post-decision commentary. Debaters and judges should carefully examine debate practice during the disclosure and comment
period and in informal discussion throughout the tournament. This is not an opportunity for passing shame to another participant or engaging in debater or judge harassment. Inappropriate or harassing behavior will not be tolerated and may mean removal from the event. Two randomly paired debates and 6 high-low debates within brackets. Elimination round brackets will be broken. Parliamentary debate is 7-8-8-8-4-5, with a minimum of 20 minutes of preparation time prior to each debate (from the time of the publicly announced topic). All elimination round teams and the top 20 speakers
will receive awards. There are additional, special awards at the
tournament.
Travel & Housing: Air Information: If you are arriving by air, you
should make arrangements to arrive at Ontario Airport (only 10-15 minutes from the City of Claremont). Taxi and shuttle transportation is approximately $15-20 to Claremont.
Driving Directions: To reach Claremont McKenna College:
Take the San Bernardino Freeway (I-10) to Indian Hill Boulevard (Exit 47). Drive north on Indian Hill Boulevard for approximately 1 mile to the Arrow Highway. Proceed right to Claremont Boulevard. Left on Claremont Boulevard
for 3/4 mile to the college entrance at 9th Street. Park in the first parking lot on the left. Bauer Center is directly west of this
parking lot. Bauer 31 is located on the second floor of the circular, southern section of Bauer Center. Do not park in the lot designated "Faculty/Staff Parking" immediately adjacent to the Bauer Center. Your vehicle will be towed from
